On October 9, 2025, UK Prime Minister Keir Starmer arrived in Mumbai for his inaugural official visit to India, engaging in high-level discussions with Prime Minister Narendra Modi at Raj Bhavan. The meeting underscored a shared commitment to enhancing the India-UK partnership across trade, education, defense, and regional security.

During a joint press conference, PM Modi emphasized the “trustworthiness, talent, and technology” that define the bilateral relationship. He highlighted the Comprehensive Economic and Trade Agreement (CETA) signed in July 2025 as a historic step, aiming to reduce import costs, create employment opportunities, and boost bilateral trade. The agreement is expected to benefit industries and consumers in both nations.

In a significant development for educational collaboration, PM Modi announced that nine UK universities would establish campuses in India, with the University of Southampton already operational in Gurugram. This initiative is poised to enhance academic exchange and provide Indian students with increased access to quality education.

On defense cooperation, the leaders agreed to expand military training programs, including the deployment of Indian Air Force instructors to train with the UK’s Royal Air Force. Additionally, they decided to establish an Industry Guild and Supply Chain Observatory to collaborate on critical minerals, with a satellite campus at the Indian School of Mines in Dhanbad.

Geopolitically, the discussions covered regional stability, with both leaders reaffirming their commitment to peace and security in the Indo-Pacific, West Asia, and addressing the ongoing conflict in Ukraine. PM Modi reiterated India’s support for peace efforts through dialogue and diplomacy.

PM Starmer described the talks as the beginning of a “new modern partnership focusing on the future,” signaling a forward-looking approach to the India-UK relationship. This visit marks a pivotal moment in strengthening bilateral ties and setting the stage for deeper collaboration in the years to come.
